SGA was selected as the prime design consultants to lead a multi-disciplinary team to develop innovative streetscape designs which also address underlying transportation deficiencies along a 20-block stretch of PA Routes 18 and 51 through the Borough’s downtown. With the construction of Royal Shell America’s $10B Petro-Chemical refinery at the edge of town, Monaca is experiencing a significant influx of new investment. SGA prepared an urban redevelopment strategy for the downtown which focused on the creation of new municipal civic complex, the development infill mixed-use residential development, and the rehabilitation of dozens of existing older structures. Multiple properties had been purchased, and several new restaurants had opened creating a two-block concentration of food-oriented businesses in the center of town.

SGA is oversaw the final design and engineering for four different phases of the corridor. The project includes extensive integrated green infrastructure in a challenging setting with narrow street cross section. SGA has helped the Borough secured $7M in funding for the project to-date, including developing a TIF district. In August 2018 Pennsylvania Governor Wolf came to Monaca to announce an award $3M in state funding for the 17 th Street roundabout component of the overall project.
