SGA led a comprehensive planning and design effort to help Carlisle Borough transform nearly 50 acres of vacant former industrial land into a catalyst for economic renewal. Following major employer closures, the project focused on the Northern Quadrant, guiding redevelopment that supports surrounding neighborhoods and long-term growth.

Funded through federal, state, and local sources, the work integrated land use planning, urban design, transportation, and economic strategies. Key initiatives included brownfield assessments, mixed-use redevelopment plans, stormwater park design, and zoning guidelines. Part of a $126 million effort, the project has spurred investment, improved infrastructure, and strengthened the foundation for a more resilient and vibrant downtown.
