SGA partnered with the City of Norfolk on the Norfolk Thrive Project to transform over 100 acres of underutilized waterfront, including former industrial and brownfield sites, into a vibrant, connected district. The plan promotes mixed-use development, walkability, expanded public spaces, and extensions of the Elizabeth River Trail, linking key destinations across the city.

Addressing sea level rise and flooding, the project integrates both engineered and nature-based resilience strategies to protect the waterfront and support ecological health. Through community engagement and strategic planning, the project has catalyzed major initiatives, shaping a more resilient, accessible, and dynamic waterfront for Norfolk’s future.
