SGA was retained by SPC, L.L.C. to develop a master plan for a city block complex of properties targeted for mixed-use redevelopment, including several buildings that were once part of the former Troutman’s and J.C. Penny’s Department Store Complexes. The project included developing parking and private and public space designs to support new loft residential development, Class A commercial office space and a new Gold Level LEED accredited adapted reuse of the former J.C. Penny’s Department store for the Pennsylvania Department of Environmental Protection, Office of Surface Mining.
