Harbor Park is a cluster of brownfield sites located along the Elizabeth River in an area with rising tidal waters. The site is currently an isolated lot that exiles the Norfolk Tides Baseball Stadium from the rest of Downtown Norfolk. SGA envisions Harbor Park to be a brand-new, walkable community that links to the Downtown/Waterside District, Norfolk State University Campus (NSU), and the adjacent neighborhoods. This plan is complimented with mixed-use developments, complete streets, an extension of the Elizabeth River Trail, and a living shoreline designed to create a resilient water’s edge while supporting diverse marine life.
